I usually group pages/sites that belong together (for example, a research on an issue) as tabs in a window. Sometimes, one of these pages looks like it would start a sub-search of its own, say, following some of its many links. That would then really make the one window with already many tabs difficult to work with, so I just "Duplicate Tab to New Window", and there it is, for further use. There's also a good use for duplicating a tab as tab; for example, when you want to continue navigating a site, but also want to keep the current page. There are many sites where just copying the URL isn't enough (for example, when there were POST requests in the way to that particular page). "Duplicate Tab" helps with this.
