True, but some manufacturers were up to tricks with this, like not having 
the engine run the water pump, oil pump, generator and any other HP sucking 
hardware that wasn't required to be synchronised to the engine to make it 
run. Doing this can provide a 2-3% increase, possibly more, in "flywheel 
power".
