IEEE probably allows the GoogleBot into the PDF's... somehow. As someone pointed out, masquerading as the GoogleBot doesn't work... Doing that is against Google's policy, and someone COULD report them and get all of IEEE pulled, if they wanted to... There is a "report a website breaking our terms" in the webmaster tools at Google, if someone's got the cojones to report 'em as "bad guys".
