SMS on a rotary phone eh? That'll be your most processing intensive portion of the PIC code. The GSM module will have fairly simple methods to send text SMS, similar to using a modem with AT command strings. It's not difficult, read up on the module's command manual. The 18 series pic you mention should be fine.
