Have you checked out Rose/Bopla? They can be a pain in the butt....no, they ARE a pain in the butt to deal with, but I believe some of their handheld enclosures have a membrane or button keypads available. If you find anything that might work, the German web site (with a flag to click for English) often has better documentation.
