If the circuit clamps 30mA Vdd will be loaded by 30mA. Thus, unlike diode clamps which try to charge the power supply, this clamp *loads* the supply. F.ex. a battery operated circuit using this clamp will drain the battery as an external AC signal is applied continuously and clamped.
