Hi James, For active tags and their associated readers, check out: http://www.pgselectronics.com/ These tags are similar to the ones Olin describes. I've developed most of the firmware for these and might be a little biased. But, the tag itself consists of either 12C508 or a 10F20x, an RF resonator, an antenna, and a coin cell battery. There are a variety of frequencies from which to choose. And depending on the application, the tags can last from several months to a couple of years on a single battery. The tags are not packaged in any kind of special housing, so you could easily replace the battery with a solar cell. PGS is relatively low key and focuses primarily on custom applications.
