Nice one :) I wanted to do that some years ago, at the end I resolved doing that with small photos over a green larger background... by hand ;) I had troubles finding a plotter from friend or for service at a good price. I guess that a Photoshop software or alike (I use PaintShop) should do fine: you may want some 300dpi to preserve details (since it's not a large Ad poster, where 75 dpi could be good enough - at least this was my though), so it will call for 16"x22" (A2) that makes 95040000 bytes @RGB... nothing catasthrophical for nowadays software, I guess.
