Of course, if you've BROKEN the bulb, the HHW places won't accept it anymore, and I don't think you're supposed to put it in your trash, either, so you're pretty screwed. I can't wait for it to be illegal to break a fluorescent tube, and for terrorist to shut down shopping malls my throwing a few cases of tubes on the ground... They WILL keep putting text in the laws about "any detectable amount" even though detection methods keep getting better and better... (I assume this also why you have to pay the hazardous eWaste purchase-time fee on LCD monitors? Maybe not. I can't see them repealing that tax just because RoHS has come along...)
