A lot of PICs are used in the industry for remote sensing applications, and often the sensor values are conditioned very little. I would guess that they are suggesting the use of much more conditioning on the PIC, and having the PIC take a more active role in dealing with local sensors. But there are contest forums that would better answer this and more. Microchip has sponsored several of these circuit cellar contests in the past.
