I lowered the resistor to 1K then lower... at 100 ohms I was able to program the sx. After it programmed it never came active because the voltage on the MCLR_ was 2.8volts. (Vdd is 5.0 in the system) I scrapped the breadboard with the sx on it and went to the protoboard with the sx solderer and a clean reset button. The design is working fine now. What I think is happening is a large capacitance is rearing its head. I am off to investigate that and look for a solution for next time. any suggestions to limit the cap. on the breadboard.
