Every dsPIC project I've done has been with the ICD2, they work wonderfully. Only issue is programming can take a while due to the sheer size of the parts, but I suppose that would happen if the 18F parts with as much program memory. FWIW the 3013 has two UARTS (40pin DIP). There are also 28pin DIP 24 series PICs with dual UART. The 24 series has everything the dsPICs have except the DSP stuff.
