Then they usually contact the infringer personally, and if this does not work, then legal action ensues. If the infringer encrypted the fraud to hide it he may be on his way to jail in addition to legal settlement and publishing the source, because that is malice. I am not a legal person but I am follwing this issue (and various aspects of it).
