You specify a range, but no accuracy (short term, long term, absolute, relative, ...). Must is source or sink, how much voltage is it allowed to drop? And most of all: "linear solutions are not acceptable" leaves me confused. You want PWM current switching? Or a uC with a DA and linear 'power' stage? not linear implies steps. what is the maximum step?
