I use pinnacle and....ok...brain cramp.....the video capture box that is USB interfaced.  I'll remember the name after I send this of course.  You would have to manually start and stop it but that shouldnt be a big deal right?  And it time stamps the file as it captures and stores to the disc.  You can then burn the entire months broadcasts on a DVD.  Seems that could be the easiest way.  If you dont capture live....just take the vcr tapes and capture afterwards but of course the quality is two generations old.  Moviebox...there...I remembered.
