It is not a path problem (I assume you tried *directly* from the
source folder,not *directly* from the shortcut).Filemon gives the
*file* calls only.It has nothing to do with his situation - also it is
not accurate at all.

You have either corrupted files or the extension is associated with an
irrelevant program.

There are no execution level parameters for *.chm files.
