I would suggest it was starting to get popular a bit earlier than that, specifically on CP/M systems, with Small C as published by Dr Dobbs Journal, and the likes of BDS C for the 8080/Z80 family. I suspect that Whitesmiths and a few other compiler vendors were in the picture then as well. Small C while written for the 8080/Z80 was ported to many destination chips, which made a "high level assembler" available to a lot of people.
