I guess it depends from how far away one is looking at the soldier, and with what resolution. If one was looking from far above then 16 or so tricolor leds and some lcd light modulating cloth would be enough to blend him into the background. In ww2 the us experiented with lamps attached underneath bombers. At a certain intensity the bomber silouhettes blended into the sky color for a ground observer.
