It has to because some PICs require Vpp before Vdd to enter programming mode. Your PIC is not one of them though. You can use target power with your PIC if you: 1 - Do not connect the ProProg Vdd output and the target Vdd. and 2 - The target Vdd level is between 4.5V and 5.5V. and 3 - You tell the ProProg what the target Vdd level is, which is done with the -VDD command line option.
