Hi Jinx,

on 10F2xx devices MCLR is on the same pin as Vpp therefore you should
protect your Vdd line with a diode (Vpp is 12V so it could ruin your device
/ circuit and even your programmer).

I've actually using the internal pullup for MLCR so no external pullup nor
diode necessary for ICSP on my device - it might be your soulition as well.
