If you need something in your pocket, a student's advanced calculator (programmable) does complex numbers and is programmable (1 program). For more than that, PDA and one of a variety of calculators. I personally prefer bc (the infinite precision calculator in *nix). I've yet to see something it cannot do in 50 lines of code or less. Then there's Octave, Scilab, ...
