Cable insulation measurement is done usualy with high voltage megaohmeter. Standardised values for megaohmeter output voltages are 250V, 500V, 1.5KV, 2.5KV and 5KV. For capacitance usualy is used a capacity meter with low voltage generator. Wire resistance could be measured only if the cable is short circuited on one end and for this measurement could be used a sensitive wheastone bridge. I haven't seen a complex tool with all of these together. Maybe there are some.
