If you can get it, a DSO would be best, the long capture memory is great for debugging. I use a Tek TDS420 four channel, plus an ANT-8 logic analyzer. I paid a lot more than your budget, but that was a long time ago. I don't remember the prices from Frys, but I seem to remember the basic Tek "lunchbox" scopes weren't all that much. Even the top of the line was "only" about $5k. Mine was about double that new, and not as many features.
