hmm, thats weird, it just worked. the MCLR pin was in the correct state(1)
all along, may have just been a fragment of wire or something.

btw, i have this other chip a PIC16F629, and it will not reprogram, if i try
to, it just says NO DEVICE ID RECIEVED. is there a way to fix this, or is it
dead?
