OK.... 1. Did you happen to leave it in debug mode? Reprogram it.... 1a. Make sure its not stuck in reset (check the level on the reset pin) 2. step back to something simple. If you can run in debug mode (no idea what programmer you are using) see if you can just toggle an output in debug....or... 3. write a simple loop to toggle an output, watch it on the scope, see if its toggling. 4. Lastly, could have damaged the chip.....suppose you have checked the power supply connections to the chip right? I've been working with pics for 15+ years, and they are robust lil things....hard to damage them but always possible. So replace the device, reprogram..see step 2.
