It looks to me like this is to limit the power dissipation of the
internal linear regulator for the chip, so that the total dissipation
doesn't exceed specs.  There are some sections that discuss calculation
of the power dissipation, and comments about connecting IN directly
to +5V when Vin = 5V (with the schematic you're worried about being
powered by Vin=12V), but I don't see the resistor mentioned 
specifically.
