Not all of them. Assuming you are talking about an upper level sound card you can expect a relatively flat response up to around 15 or 16kHz. Some cards WILL have a very flat response up to 20kHz, but usually those are the cards that support higher sample rates (i.e. 96kHz). Cheap sounds cards can be very horrible, I've seen reviews where some cards really start diving in response anywhere above 10kHz, or worse. www.anandtech.com sometimes reviews sound cards and publishes their response curves.
