If it makes economic sense, by all means -- use local labor. If it doesn't make sense, outsource! Our first product was first manufactured in-house, then outsourced to a US company in another state, then outsourced to a Chinese manufacturer. Every time, we were able to cut the cost in half, and free up resources for higher value activities.
