I was just thinking. If you used a known inductor, with a capacitor under test for it's value, as an oscillator. Then use a sort of PLL setup to control a DDS chip until it matches the frequency of the oscillator. Knowing the final frequency that it's running at, you should be able to calculate the capacitance with the known inductance.
