That means at least you have everything wired correctly.  It works
sometimes, so something is marginal.  I've seen a cap on Vdd make a
difference in cases like this.

The EasyProg only has limited ICSP capabilities.  It is really meant to
program a bare chip in its socket or with a adapter.
