Yes, there are several PICs where the MCLR line can be configured as an input. It is not available for use as an output though. It means that there is no external reset line on the PIC, the only way to reset it is to power it off. There are also various recommendations about using the internal reset timer to ensure that the power supplies have settled before the PIC starts processing.
