The 12f683 does - I presume there must be others, but that's the one I have knowledge of. A choice of 31kHz or 125kHz to 8MHz in 3dB steps. Not something you can set with config bits though - you need to write to the OSCCON register in software, and it will always start at 4MHz after a reset.
