Unless it reduces the incoming voltage significantly (and thus cacks up SMPSUs 
and PSUs in general), it's not. To do what it claims, you'd need zero-point 
energy, perpetual motion or something similar. I call bullshit.

If your boss has actually bought this thing, might I ask if he's also 
interested in purchasing a lovely suspension bridge in New York?
