I have not followed this thread so please excuse me if I say something dumb. But, if you step the voltage down to 48 volts you will step up the current because VA in equals VA out. Hi current can sometimes be more of a hazard than high voltage. (High current short means lots of HEAT!) If you expect to recover the VA of the main CB then you will need a big transformer.
