Yes it does in some cases of Vdd/Vpp sequencing, if MCLR is disabled, and if you want to verify at the Vdd limits. Why does the programmer have to power the whole target circuit instead of just the PIC? Since your target circuit requires substantial current, isn't it's power isolated from the PIC's power anyway? If you have the kind of PIC and the conditions are such that Vdd can be left on all the time and you don't need multiple Vdd readback, then you can leave off the Vdd connection between the USBProg and the circuit.
