I tried to get one of their test boards some time back, and the salesman 
said they were not interested unless I was looking at purchasing some tens 
of thousands of chipsets per annum.

I suspect you will find the same for any other chip manufacturer.

If you are looking at using small numbers of chips (say up to about 5k pa) 
then you are probably better off using OEM receivers from Motorola, Trimble, 
or one of the other manufacturers.
