I'd like to know who they's apply to - there is no "World" Patent Office, each country does their own (although some cross-recognise each others, 
such as within the EU).  It has to be that way since patent laws vary dramatically from place to place, and in the EU at least you can't patent 
something like a web site, only a device.  And the web site would be covered by EU copyright laws just for existing - you don't have to apply or 
register it.

I think someone's having a laugh...
