Hi John, if you're using a Drawing Tablet, then it probably should have 
its own driver, which "captures" the serial port and won't let you use 
it from another program.
To see traffic flowing through COM port, you should unload/disable the 
driver. Actually, I'm not sure you'd see anything... at times the 
protocol is kind of hidden and parameters may not be clear.

If you need to test the Port because you feel it's broken, then 
definitely uninstall Tablet Driver, and use Hyperterminal to do some tests.
