Imho building a half bridge for this purpose using a 0.1% shunt as reference is the best way. Normal milliohmmeters usually do not cater for four port shunts, they need a special adapter for this. With a half bridge the measurement is done with a double differential voltmeter (instrumentation amps followed by DVM for readout). I have done something similar but for much lower precision (2%) in the (distant) past for shunt production (tens to hundreds).
