Quite frankly I would just get a keithley 2400 Sourcemeter or 2700 DVM, both of which will do 4 lead Kelvin type measurements (which you are going to need at that low resistance). The cost would be within your budget I think, and although they have capabilities way beyond what you need, I think you will find this will be the case for any ready built instrument capable of doing what you want.
