Very true. Although much hardware will except 0 volts as a "high" (RS232 being inverted, a -ve voltage is considered "high", a +ve voltage is considered low), I'd never let a device out of my hands that didn't swing into the negative region properly. It's just begging for problems, perhaps not today, but down the road.
