1: Something not initialized.

#2 is more interesting.
I ran into this on the AVR, with it's low power "vittoz" mode oscillator,
where the crystals were never designed to run in this mode.  Apparently the
level on the oscillator wasn't quite high enough to clock all the internal
sections all the time.  Other symptoms include bizarre results when running
their Jtag ice, slightly wrong baud rates (always slow, skipping cycles) and
occasional bugs caused by corrupt data in RAM or registers.
