I haven't actually tried to do it (yet) but I believe it could be done using 
a dsPic. My expectation is to use a colour burst crystal as the clock, and 
then internal multiply probably by the maximum, then use the internal timers 
for generating sync, or the CCP module to sync to external signals, and the 
SSP to send out the dot stream.
