I would like some ideas on the RF side of things. My
requirements are:

1) Low power RF transmitter and receivers.
Transceivers would do nicely for both ends depending
on cost. 
2) Able to transmit low rate date 38kbps.
3) Distance between nodes should be > 100m.

I have seen these before:

But the cost is expensive. The RF solution is entirely
implemented on the silicon is preferable. A package
like easy radio is okay with me.
