They didn't exactly raise the price, the basic fee went from $3.85 to  
$4.05 a little while back, but they monkeyed with the cutoff for the  
basic so as the weight goes up additional charges cut in sooner.  
However there is no difference in price for CA vs NY on Priority  
Mail. How heavy is it? Over 2 pounds???
