I have to say that I'm personally against blanket blocking. Domain based or whatever. I have been on the other side of this and I was very frustrated to find my whole domain blocked because of a few idiots. I know it's more work for administrators to find better solutions, but I think it's only fair that everyone be given an opportunity to be treated as innocent until proven guilty. That said, I know that James is probably already way overworked and donating more of his free time than he'd like to maintain this list. In that regard I'd like to suggest that perhaps those of us with the skills to do so donate our time to finding and implementing a better solution to the problem. As a matter of putting my money where my mouth is, I offer to help however I can. I think the first thing we need is a complete description of the problem. This includes a description of the applications and software already used as well as a description of the current data flow and processes involved in that flow. If James can get this together, I think we can tackle the problem and solve it in short order. Note that I would suggest that we stick to solutions that won't cost any money.
