AMEN. I think James made his statement while thinking of wealthy nations (including his own), where most people can afford a lesson in con artistry. Imagine being an old man, conned out of $500 when your only income is a $100/month government pension. The old and the weak are the ones the con artists are targeting. I am all for small government and self-reliance. However, it is my strong belief that it is the government's direct responsibility to punish those who do evil.
