It has both program memory and EEPROM programming times set to 8mS. This was a error on my part back when I created the 16F630/676 part definition blocks, probably due to cut and paste from parts that do have 8mS programming time. I have fixed the PICPRG.ENV file to set program memory to 2mS and EEPROM to 6 according to the spec. I also set the default so that it only does one verify with all operations at 5V, and added 16F630V to verify at the Vdd limits. I'll rerun the test cases when I get back to my office this afternoon and report the new times.
