Technically, yes... The Queen is the head of state. She is represented in Canada by her "Governor General". The Governor General dissolves (before an election), and re-convenes parliament (once the results are in). Like the Queen's role in the UK, this is a symbolic process. The GG does appoint (based on advice from the Prime Minister) the senate. The Queen appoints the GG based on advice from the Prime Minister as well. Essentially, the Prime Minister is in charge....
