The rules are updated daily and generally have new rules in place about a month before they are effective (they are added when they are published in the Federal Register). Also, new rules are listed at http://www.hallikainen.com/FccRules/2007/RuleChanges.html so you can quickly see if your subject area has changed. The "Report and Order" section probably refers to an area of the site where I'm SLOWLY scanning old documents. Reports and Orders issued within the past 10 years should be available on the CiteFind link at the end of each rule section. That links to a list of all FCC website documents that cite a specific rule. It's updated monthly (it takes my server about a week to index 200,000 documents on the FCC website).
